Meta Launches Business Agent Platform and Meta Compute, Entering the Enterprise Cloud Market
Meta has rolled out its Business Agent Platform globally and launched Meta Compute, a new cloud service selling GPU infrastructure and hosted Llama models to outside businesses. The Business Agent operates natively inside WhatsApp and Messenger, handling customer queries, product recommendations, and appointment booking at $2 per million tokens. Meta Compute targets the $300 billion cloud market, undercutting AWS and Azure using its custom MTIA chips.
Meta’s ambitions in artificial intelligence have always been legible in its infrastructure spending. The company committed $145 billion to AI infrastructure in 2026 — a figure so large it dwarfs most national AI budgets — and for months the question has been what Meta planned to do with all that compute beyond running its own social platforms. This week, the answer became concrete: Meta launched both the Business Agent Platform for enterprise customers and Meta Compute, a new cloud service that puts Meta in direct competition with Amazon Web Services, Microsoft Azure, and Google Cloud.
The two announcements together represent Meta’s most significant pivot toward direct enterprise revenue since the company abandoned the metaverse hardware push and refocused entirely on AI.
The Business Agent: WhatsApp as Enterprise Sales Channel
The Meta Business Agent Platform went live for partners on July 1, 2026, following a global debut at Meta’s Conversations developer conference in London in June. The product is conceptually simple but potentially transformative at scale: an AI agent that lives natively inside WhatsApp and Messenger conversations, giving businesses a direct line to their customers through the world’s most-used messaging platforms.
The agent can answer product questions, recommend items based on conversation context, process appointment bookings, and close sales — all without the customer leaving the messaging app they already use every day. For businesses operating in markets where WhatsApp is the default communication channel (across Latin America, Southeast Asia, and most of Africa and South Asia, that describes the majority of consumer interactions), this is not a marginal improvement over existing chatbot technology. It is potentially the primary storefront.
Pricing is set at $2 per million tokens, translating to roughly four to five cents per message — a cost structure that makes the product economically viable for high-volume retail and service businesses. The platform is free until August 1, 2026, when billing begins.
The technology underpinning the Business Agent draws on Meta’s Llama model family, tuned for the specific conversational patterns of customer service and e-commerce transactions. Meta has emphasized that businesses retain control over the agent’s knowledge base, brand voice, and escalation pathways to human agents — important guardrails for enterprises that cannot afford uncontrolled AI responses to customer inquiries.
Meta Compute: Selling the Infrastructure
The more strategically audacious announcement is Meta Compute, the company’s entry into the cloud infrastructure market. For years, Meta has built one of the world’s largest private computing clusters — initially for ad targeting, then increasingly for AI model training and inference. The decision to monetize that infrastructure by selling access to outside customers represents a fundamental shift in how Meta thinks about its technology stack.
Meta Compute’s service architecture is organized in three tiers. The first is raw GPU compute — API-accessible or dedicated instance configurations for customers who want to run their own workloads on Meta’s hardware. The second is hosted Llama models with fine-tuning and deployment tooling, targeting enterprises that want the economic advantages of open-weight models without the operational burden of managing their own inference infrastructure. The third is a platform layer for building custom AI agents that can optionally integrate with Meta’s social graph and messaging distribution — a hook that no competitor can replicate.
The pricing strategy is the most aggressive element. Meta plans to leverage its custom MTIA (Meta Training and Inference Accelerator) chips to undercut AWS and Azure pricing by an estimated 20 to 30 percent. The MTIA chip family was designed in-house specifically for the inference workloads that dominate Meta’s own operations — and inference, not training, is where the majority of AI compute dollars are spent. If Meta’s internal economics on MTIA are genuinely superior to the economics of Nvidia GPU clusters, it can offer lower prices while maintaining margins.
Structural Advantages and Competitive Challenges
Meta enters the cloud market with asymmetric advantages that no traditional cloud provider can easily replicate. The first is distribution: any business deploying the Business Agent automatically becomes a Meta Compute customer, creating a flywheel between the consumer-facing product and the infrastructure business. The second is the social graph integration layer — the ability to connect AI agents to WhatsApp’s 2.5 billion users and Facebook’s 3 billion-plus monthly active users is a differentiated capability that AWS cannot offer.
The challenges are equally real. Meta has no enterprise sales organization at the scale of AWS, Azure, or Google Cloud. It has no enterprise support infrastructure, no existing relationships with CISOs and CTOs at Fortune 500 companies, and no compliance certifications for highly regulated industries like finance and healthcare. Building these from scratch while competing against providers that have been selling to enterprises for a decade is an enormous undertaking.
There is also a trust question. Enterprises are notoriously cautious about vendor relationships with companies whose primary business is advertising — a sector that has historically involved extensive data collection and monetization. For some enterprise buyers, handing workloads to Meta will require a level of data governance assurance that the company will need to establish through both technical measures (isolated compute environments, explicit data segregation contracts) and sustained demonstrated behavior over time.
The Llama Ecosystem Play
Underlying both announcements is Meta’s long-running bet on open-weight models as a competitive moat. By releasing Llama to the open-source community, Meta has cultivated a global ecosystem of developers, researchers, and enterprises familiar with the model family — creating a natural funnel for Meta Compute’s hosted Llama offering.
This strategy inverts the traditional closed-model playbook. Where OpenAI and Anthropic maintain tight control over their model weights to extract API revenue, Meta gives the models away and monetizes the compute. It is a bet that in a world where capable open models exist, the infrastructure and distribution layers capture more value than the model weights themselves.
Whether that bet is correct remains to be seen. The success of Together AI’s recent $800 million raise — built on the same open-model, third-party-infrastructure thesis — suggests the market is real. Meta’s advantages in scale and distribution suggest it could build the dominant position in that market. The question is how quickly enterprise adoption of open-weight models grows and whether Meta Compute’s pricing and reliability can match the enterprise SLAs that AWS and Azure have spent a decade calibrating.
What This Means for the Cloud Market
Meta’s entry into cloud does not immediately threaten AWS, Azure, or Google Cloud — each generates hundreds of billions in annual revenue and has decade-long enterprise relationships that will not be easily disrupted. What it does do is change the competitive dynamics at the margin, particularly for AI-centric workloads where Meta’s MTIA pricing advantage and Llama ecosystem benefits are most pronounced.
For enterprises already deploying Llama-based applications, Meta Compute is an obvious migration target if the pricing advantage is as large as claimed. For WhatsApp-heavy markets outside North America and Europe, the Business Agent platform may bypass the traditional software sales cycle entirely, allowing Meta to establish enterprise relationships through the consumer channel and then expand into compute.
The $145 billion infrastructure commitment is the strategic anchor: Meta has already spent the money to build the capacity. Now it is building the revenue model to justify it.
