Visa and OpenAI Team Up to Let AI Agents Spend Your Money

The era of AI agents that browse the web and draft emails is giving way to one where they can reach for a credit card. On June 10, Visa and OpenAI jointly announced an integration that embeds Visa’s global payment infrastructure directly into ChatGPT and OpenAI’s Codex platform — letting AI agents complete purchases on a user’s behalf without any manual confirmation required at checkout.

The deal was unveiled at the Visa Payments Forum in San Francisco, an annual gathering that typically previews where the $15-trillion card network sees consumer behavior heading. This year’s headline announcement was unmistakably pointed at AI.

How It Works

Under the partnership, users who connect a Visa card to their OpenAI account can configure an AI agent with a set of permission rules before deploying it: a maximum spending limit per transaction or per day, a whitelist of permitted merchant categories (groceries but not gambling, for example), and an approval threshold above which the agent must pause and check back with the human. Within those guardrails, the agent can complete the full purchase flow — selecting items, entering shipping details, and executing payment — using tokenized Visa credentials that never expose the underlying card number to the merchant.

Transactions run through Visa’s existing real-time fraud monitoring and dispute-resolution infrastructure, which Visa says processes more than 250 million transactions per hour globally. Crucially, chargebacks and zero-liability protections apply to agentic purchases just as they do to human ones.

For enterprise customers using Codex, the integration also covers procurement workflows: a Codex agent managing a software development pipeline can autonomously purchase API credits, cloud compute, or SaaS subscriptions within budget parameters set by a finance team. Visa is calling this the “agentic commerce” category, and the company has been developing the underlying specification — tokenized agent credentials with programmable spending rules — for roughly 18 months before choosing OpenAI as its launch partner.

Why This Matters

The conceptual leap here is significant. Until now, AI assistants have operated in an advisory or drafting role — they can research a product, compare prices, and even populate a shopping cart, but the human presses “buy.” The Visa-OpenAI deal removes that final human-in-the-loop step for transactions within the user-defined parameters. It shifts AI from tool to agent in the most literal economic sense.

That shift creates a new category of trust infrastructure. Payment rails have historically been designed around the assumption that a human initiates every transaction. Fraud detection models look for deviations from human behavioral patterns. Dispute resolution assumes a cardholder who can attest to what they intended. All of that logic needs to be rebuilt for agents that may transact dozens of times per hour on behalf of a single user.

Visa’s bet is that it can adapt its existing trust infrastructure faster than fintech newcomers can build competing rails from scratch. The tokenization approach — where the AI agent never sees or stores the real card number — is borrowed directly from Apple Pay and Google Pay, products Visa helped architect over the last decade. The programmable spending rules are new, but the token-based security model is mature.

A Race Among Card Networks

The timing of the announcement at the Payments Forum was not accidental. Mastercard has been publicly exploring its own “agent-ready” credential framework since late 2025, and American Express has piloted an enterprise version of autonomous procurement with several Fortune 500 clients. By announcing a production-grade integration with the world’s most widely used AI platform, Visa is claiming the category-defining position before its rivals can establish theirs.

The OpenAI side of the equation is equally strategic. The company’s push toward becoming a consumer super-app — through ChatGPT’s expanding canvas, the Aria agent layer, and its growing library of operator integrations — requires completing the commerce loop. A ChatGPT agent that can research, plan, and book a vacation but can’t actually pay for flights is only partway there. With Visa embedded, OpenAI closes that gap for the roughly 1 billion ChatGPT users who now interact with the platform monthly.

Codex’s enterprise integration may be the more immediately lucrative business. Developers already trust Codex with sensitive code repositories and CI/CD pipelines; extending that trust to procurement is a relatively small conceptual step for engineering teams, and the volume of automated SaaS and API spend is large enough that even modest transaction fees would generate meaningful revenue.

The Broader Agentic Economy

The Visa-OpenAI deal lands amid a broader infrastructure buildout for what analysts are calling the agentic economy — a commercial layer on top of AI where autonomous software agents conduct transactions, negotiate contracts, and manage resources on behalf of humans and organizations. MetaMask’s agent wallet, announced earlier this week for the DeFi ecosystem, addresses the same phenomenon on-chain. The Visa deal tackles the far larger off-chain market.

What both share is an answer to the same fundamental question: when an AI agent acts, who is financially responsible? The Visa framework answers it clearly — the human cardholder, protected by the same network rules that govern any card transaction, within the spending limits they set. That clarity is, arguably, the single most important thing required for agentic commerce to scale. Without it, every autonomous purchase is a legal and liability gray area.

For consumers, the immediate practical question is whether they trust the guardrails. Programmable spending limits and category restrictions are only as good as the accuracy of the merchant-category coding and the robustness of the agent’s instruction-following. Both are imperfect today. Visa and OpenAI will be under intense scrutiny the first time a significant fraud case or unexpected large purchase involves an AI agent — and given the scale of both companies’ user bases, that test is coming sooner rather than later.

The partnership is expected to roll out to US users first in Q3 2026, with international expansion depending on local regulatory approvals for agentic payment authorization.
