The signatories — CISA and NSA from the United States, ASD’s Australian Cyber Security Centre, the Canadian Centre for Cyber Security, New Zealand’s National Cyber Security Centre, and the UK’s NCSC — represent the core of the Western world’s cybersecurity defense apparatus.
The document’s message is stark: AI agents are already operating in critical infrastructure with “dangerous levels of autonomy and virtually no governance framework,” and the situation is developing faster than defenders can track.
What Makes Agentic AI Different
To understand why Six Eyes agencies felt compelled to issue joint guidance — something typically reserved for acute, immediate threats like nation-state cyberattacks — it helps to understand what makes agentic AI fundamentally different from the chatbots and text generators that preceded it.
An AI agent doesn’t just respond to prompts. It takes actions: browsing websites, executing code, reading and writing files, calling APIs, sending emails, making purchases, and coordinating with other agents. The agencies are explicitly telling organizations that deploying agents for efficiency without commensurate investment in containment architecture is a security liability.
Threat intelligence gaps. The major frameworks that security teams rely on to understand and categorize threats — OWASP’s vulnerability taxonomy, MITRE’s ATT&CK and ATLAS frameworks — were developed primarily for LLMs and traditional software systems. The agencies warn that these resources “do not fully capture attack vectors unique to agentic AI,” meaning that security operations centers relying on existing playbooks may be blind to entire categories of agent-specific attacks.
Who’s In Scope
The guidance doesn’t target only AI labs and technology vendors. It explicitly addresses any organization using commercial agentic AI services — pointing to the rapid enterprise adoption of tools like Microsoft’s Agent 365, OpenAI’s Agents SDK, and the dozens of vertical AI agent platforms that have flooded the market.
The agencies single out deployments in critical infrastructure sectors — energy, financial services, healthcare, and government — as warranting heightened scrutiny, noting that the consequences of agent compromise in these contexts extend beyond data theft to operational disruption.
Healthcare organizations using AI agents to access patient records and coordinate care, financial firms using agents to execute trades and process claims, and utilities using agents to monitor industrial control systems all fall into the highest-risk category under the guidance framework.
What the Agencies Recommend
The guidance stops short of calling for a slowdown in agentic deployment — a position the agencies likely knew would be politically untenable and practically unenforceable. Instead, it offers a framework for risk containment.
The central recommendation is incremental deployment starting with clearly defined, low-risk tasks, with continuous assessment against evolving threat models before expanding agent scope. Agents should be granted minimum necessary permissions — not the broad access that vendors often suggest for maximum convenience.
Organizations are urged to implement strong human oversight checkpoints for high-stakes decisions, particularly any action that is difficult or impossible to reverse. Agents should be designed with explicit “human in the loop” gates for transactions above defined thresholds, external communications, and any action touching production systems.

Current enterprise deployments often log only what an agent reports, not the intermediate steps it took to get there — a gap that makes incident investigation nearly impossible.
