An internal memo sent by OpenAI’s Chief Revenue Officer Denise Dresser to company staff on Sunday has leaked — and its candor is striking. The document, which was quickly picked up by CNBC, Axios, and others, frames the company’s decade-old partnership with Microsoft as a structural constraint on growth, elevates Amazon to strategic partner status, and takes an unexpectedly sharp jab at Anthropic’s financial credibility. Taken together, it reads less like a routine sales rallying cry and more like a declaration of where OpenAI’s commercial allegiances are shifting.

”Limited Our Ability”

The most quoted line from the memo is direct: OpenAI’s Microsoft partnership “has been foundational to our success” but “has also limited our ability to meet enterprises where they are — for many that’s Bedrock.”

The reference to Bedrock — Amazon Web Services’ platform through which businesses can access frontier AI models from multiple providers, including Anthropic — is pointed. For the past several years, Microsoft Azure was essentially the only hyperscaler authorized to distribute OpenAI models to enterprise customers. That exclusivity created a significant constraint: enterprises heavily invested in AWS or Google Cloud were forced to either adopt Azure or route around OpenAI’s models entirely.

The Amazon deal, announced in late February 2026, changed that equation. Under the terms of the partnership — anchored by a commitment of up to $50 billion from Amazon — OpenAI models are now available through AWS Bedrock, ending the Azure monopoly on enterprise distribution.

”Frankly Staggering” Demand

Dresser did not hold back on the commercial consequences. In the six weeks since the Amazon partnership was announced, she wrote, “inbound demand from our customers for this offering has been frankly staggering.” The framing is significant: this is not incremental demand from new customers but existing enterprises who previously had to choose between their AWS infrastructure and access to OpenAI’s models.

Dresser told CNBC earlier this month that OpenAI’s enterprise segment already accounts for 40% of the company’s total revenue, and that the segment is “on track to reach parity” with its consumer business — ChatGPT subscriptions and API usage — by the end of the year. If enterprise revenue is currently 40% of a company generating roughly $12 billion in annualized revenue, that represents approximately $4.8 billion in enterprise contracts. If parity means 50%, the enterprise business alone would approach $6 billion or more by year-end.

Microsoft Responds — Carefully

Microsoft’s official response was measured. A spokesperson stated: “Nothing about today’s announcements in any way changes the terms of the Microsoft and OpenAI relationship” and added that “the partnership remains strong and central.” Microsoft also noted that the ongoing revenue share arrangement it holds with OpenAI has “always included sharing revenue from partnerships between OpenAI and other cloud providers.”

That last clause is revealing. Microsoft apparently maintains a contractual right to a share of revenue OpenAI generates through third-party cloud providers — including through Amazon. The financial architecture of the partnership was evidently designed to accommodate a future in which OpenAI might distribute through multiple clouds, even if that scenario once seemed unlikely.

Analysts are divided on what this means for Microsoft’s strategic position. On one hand, Microsoft still has a $13 billion investment in OpenAI, exclusive rights to certain API integrations, and deep embedding of OpenAI models across its Copilot product suite. On the other, the erosion of Azure’s exclusivity as an enterprise distribution channel represents a material shift in the competitive dynamics that defined enterprise AI in 2024 and 2025.

Anthropic in the Crosshairs

The memo’s most unexpected passage targets Anthropic. Dresser alleged that Anthropic’s publicly stated revenue run rate is “inflated” by approximately $8 billion, claiming that Anthropic uses “accounting treatment that makes revenue look bigger than it is, including grossing up rev share with Amazon and Google.”

This is a substantial allegation. Anthropic has publicly stated that its annualized revenue run rate exceeds $3 billion, recently revised upward following a report in early April. If Dresser’s $8 billion inflation claim is accurate, it would imply the genuine underlying revenue figure is significantly lower. Anthropic has not publicly commented on the memo.

The timing of the Anthropic attack is notable: it lands squarely in the run-up to OpenAI’s anticipated IPO later this year, where relative competitive positioning against Anthropic will directly influence the valuation narrative. OpenAI is also widely understood to be in active competition with Anthropic for the same enterprise deals, and Anthropic’s partnership with Amazon through Bedrock gives it the same distribution channel that OpenAI is now celebrating.

What This Means for the Cloud Wars

The deeper implication of the memo is that AI has structurally decoupled from any single cloud provider in a way that wasn’t true eighteen months ago. In 2024, enterprise AI adoption decisions were substantially shaped by which hyperscaler a company already used. Microsoft customers defaulted to OpenAI; AWS customers defaulted to Anthropic Claude; Google Cloud customers defaulted to Gemini. Those defaults are loosening.

AWS Bedrock now offers access to OpenAI, Anthropic, Google, and Meta models simultaneously. Azure similarly now distributes models from multiple providers. The frontier model companies are increasingly behaving like independent platform businesses that distribute across all clouds rather than exclusive partners anchored to one.

For OpenAI, this is a maturation moment. The company spent five years as essentially a Microsoft subsidiary in enterprise terms. Now, with $50 billion from Amazon, a maturing IPO story, and a direct sales organization led by Dresser, it is building the distribution infrastructure of an independent enterprise software company.

The question is whether the public disclosure of internal strategy — complete with shots at partners and competitors — is a sign of confidence or a symptom of the organizational pressures that accompany rapid growth and an impending public market debut.

Revenue Mix and What’s Coming

Dresser’s 40% enterprise figure deserves context. ChatGPT’s consumer subscription base — currently estimated at over 150 million paid users globally — remains a powerful distribution moat. But consumer AI subscriptions carry lower margins and are more vulnerable to commoditization as open-source models improve. Enterprise contracts, by contrast, involve multi-year commitments, custom deployments, and integration fees that compound over time.

OpenAI’s push toward enterprise parity with consumer revenue is essentially a bet that the company’s most defensible moat is not the number of ChatGPT users but the depth of enterprise integration — the kind that makes switching costs prohibitive. Whether Amazon or Microsoft ultimately captures the largest share of the commercial upside of that bet remains the central tension underlying the memo’s carefully chosen words.
