Instead, it unleashed one of the most vocal developer revolts in the platform’s history, with users reporting burned credits within hours and one developer running up more than $6 from a single code-change request.

The transition — replacing the previous “premium request” model with a system of GitHub AI Credits consumed according to token usage — was previewed months in advance. GitHub explained that complex, agentic workflows now powering Copilot consumed far more compute than the flat-rate subscription model could sustain. But the speed and scale of developer frustration caught even the platform’s staunchest defenders by surprise.

What Changed on June 1

The sticker prices didn’t move. GitHub Copilot Pro remains $10 per month; Pro+ costs $39; Business seats run $19; Enterprise costs $39. But underneath those headline numbers, the billing mechanics changed fundamentally.

Instead of premium request allowances, users now receive monthly GitHub AI Credits: 1,900 per user for Organizations, 3,900 for Enterprise — with existing customers receiving a temporary bonus (3,000 and 7,000 respectively) through September 1, 2026, as a transition buffer. Credits are consumed at different rates depending on the task: simple completions cost far less than extended agentic sessions involving codebase indexing, multi-file edits, or calls to advanced reasoning models.

The core problem was predictability. The old system gave users a concrete number they could budget against — 300 premium requests per month, say. The new system charges by tokens consumed, which vary dramatically based on prompt complexity, context size, and which underlying model handles the request. Many users discovered they had dramatically underestimated how quickly credits would drain.

The $6 Complaint That Went Viral

The flashpoint crystallizing developer frustration was a post that spread rapidly across developer forums: a GitHub Copilot Business subscriber requested a single change to their project and burned more than $6 in credits from one interaction. At that rate, the $19/month Business subscription would be exhausted in fewer than four months’ worth of daily coding sessions.

Multiple users across GitHub’s community forums, Hacker News, and Reddit reported similar experiences. The pattern was consistent: agentic tasks — asking Copilot to “fix this bug” or “refactor this function across multiple files” — consumed vastly more credits than equivalent requests in a non-agentic interface, because the model internally spent credits indexing context, planning steps, and executing sub-tasks before delivering the result.

“The transparency was essentially zero,” one developer wrote on Hacker News. “I had no idea whether clicking ‘fix’ would cost me 10 credits or 500 credits until after the fact.”

GitHub’s Response

GitHub moved quickly to add clearer credit usage indicators to its interface and published a detailed breakdown of which operations consume how many credits. The company also confirmed that the temporary bonus credits for Business and Enterprise customers would extend through September 1, giving users additional runway to adjust their workflows.

In a blog post, GitHub defended the transition as necessary to sustain investment in agentic AI capabilities: “Copilot now powers far more complex workflows that consume far more compute. The current model was no longer sustainable while also delivering the quality of AI assistance developers deserve.”

GitHub also pointed to the existence of a Copilot Free tier — offering 50 chat completions and 2,000 code completions per month — as a baseline for users who find the usage model untenable. Critics argued, however, that the free tier is too limited to serve as a meaningful fallback for professional users.

The Competitive Threat

The backlash arrives at a strategically awkward moment. The AI coding assistant market has never been more competitive. Cursor — just agreed to be acquired by SpaceX for $60 billion — charges a flat $20/month for its Pro tier with no usage caps on standard features. JetBrains AI Assistant and Tabnine have both announced they will maintain flat-rate models as a direct response to GitHub’s transition.

Cursor in particular has been the primary beneficiary of Copilot’s turbulence. The developer-preferred AI IDE had already been capturing market share from GitHub throughout 2025. The metered billing controversy has accelerated that migration. Developer surveys circulating in early June showed 23% of Copilot users planning to switch or already having switched to an alternative.

“GitHub is trading short-term revenue optimization for long-term developer loyalty,” one analyst noted. “Developers are not like most SaaS users — they will switch tools if they feel they’re being nickel-and-dimed. And they will tell everyone they know.”

The Broader AI Billing Dilemma

GitHub’s experience points toward a challenge facing the entire AI industry: how do you price tools that have become dramatically more capable — and dramatically more compute-intensive — without alienating the users who made those tools successful?

The tension is not unique to GitHub. OpenAI raised prices for ChatGPT Plus earlier in 2026 as GPT-5-class models became the default. Anthropic has experimented with message-limit schemes for Claude Pro that frustrated heavy users. In each case, the AI provider faces the same structural problem: flat-rate subscriptions made sense when the average session consumed modest compute, but agentic AI sessions can consume 50 times the compute of a simple chat interaction.

Usage-based billing is economically rational from the provider’s perspective. It’s also — as GitHub is discovering — a significant user experience regression from the simplicity of a flat monthly fee. The challenge is that developers don’t just evaluate tools on capability; they evaluate them on predictability, trust, and the sense of being treated fairly.

What Developers Want

Feedback from developer communities points to clear demands: better pre-request credit estimates, hard monthly limits that prevent overage surprises, and above all, predictability. The concern is not primarily about absolute cost — many developers acknowledge that $20-30/month for a tool saving hours of work is reasonable value. The concern is about control and transparency.

If GitHub can solve the predictability problem — showing exactly how many credits an operation will consume before users confirm it, with hard budget stops available — the underlying billing model may prove more durable than current sentiment suggests.

If it cannot, this transition may mark the inflection point that permanently accelerated the decentralization of the AI coding market away from GitHub’s historically dominant position. SpaceX’s $60 billion acquisition of Cursor, announced the same month, suggests there are now well-capitalized competitors with very different approaches to how they want to treat developers.
